Service requests
In order to register/recognise an undertaking, the following shall be submitted to the territorial unit of the G
1) an application for registration or recognition of an undertaking;
2) a copy of the document attesting the right of the undertaking to operate in the relevant immovable property, if the property or rights of use have not been fixed in the Land Register, as well as a plan for the territory and premises in which the undertaking will operate.
The company's registration of the PVD is free of charge. Payment should be made if the company wishes to obtain a printed certificate. Preparation of a registration or recognition certificate - Eur 2,50.
The fees for pre-registration and recognition of an undertaking are specified in the price list of the PVD.
An application, signed with an e-signature, may also be submitted via e-mail or an e-address of the institution.
Upon commencing the temporary provision of a service in the food chain in the territory of the Republic of Latvia within the meaning of the Free Service Law, not later than one working day before the commencement of the temporary service, a electronically scanned statement shall be submitted, sending it to the official postal address of the service or to the e-mail.Service Processing
Registration - the Service shall register the food undertaking within five working days, assign the registration number to it and notify the food undertaking thereof. If a food company wishes, the Service shall issue a registration certificate.
Recognition: The PVD shall examine the application and agree to initiate the recognition process. The PVD shall inspect the company and draw up a report on the basis of which the decision is being made. The decision on the granting of a temporary recognition number or the reason for refusing recognition shall be notified to the merchant. Within three months of the adoption of the decision on the granting of the provisional recognition number, the PVD shall re-inspect the company. The PVD shall draw up a recognition certificate and shall include the data in the registers.
Pre-registration testing - carried out in food processing plants, including cooking, which do not need to be recognised. The pre-registration examination shall assess whether the undertaking will be able to comply with the requirements specified in regulatory enactments in the field of food circulation.
If an establishment requires pre-registration verification, the PVD shall review the documents submitted and agree with the food company on the date and time of the pre-registration check within five working days.
The pre-registration procedure shall start within 20 days of receipt of the documents. The registration process may take one month.
Notification regarding the provision of a short-term service in the food chain in the territory of the Republic of Latvia - the Service within one working day after receipt of the notification:
• check the veracity of the information provided by the service provider;
• assess the conformity thereof with the requirements referred to in these Regulations and the Free Supply Law;
• implement the necessary administrative cooperation with the responsible authorities of other Member States through the Internal Market Information (IMI) system.
If the Service determines that the service specified in the notification conforms to the requirements referred to in these Regulations and the Free Service Law, it shall register the service provider in the Register of Service Monitoring Objects.
If a service finds that a service specified in the notification could cause serious damage to human health, safety or the environment, it shall not register the service provider in the register of service surveillance sites and inform the market surveillance authority of another Member State where the service provider is established as a performer of economic activity or provides the service and the European Commission, using the warning of the Internal Market Information (IMI) system the exchange of information.
If a service provider wishes to re-launch a short-term service, it shall submit to the service a short-term service notification containing only the information that has changed following the submission of the previous notification.
The service provider shall inform the Service of any changes to the information specified in the notification during the provision of the temporary service.
The Service may prohibit the provision of a short-term service in the food chain in the territory of the Republic of Latvia, if the decision thereof is justified by the regulatory enactments regulating the non-conformity of the service provider or by the protection of public interests specified in the Free Supply of Services Law.Receipt of services
